Does the person being prayed for need to have faith?
No they don’t, but someone has too
The person ministering is normally enough, but it wouldn’t be God’s first choice, He wants people to believe Him for themselves.
The bible also shows it was other peoples faith that moved God.

When I was in the Philippines people were waiting outside from 4am for us to wake up so we could pray for their healing, at 7am our hosts woke us to inform us of a crowd outside seeking healing, the lady I prayed for was totally blind, her eyes were completely whited over. I never had the faith but she did, they have a simple belief system you say God will heal them and they believe it. At the 10am session her eyes were both totally clear and she was pointing around at everything.
However I do believe people have to have an open heart, if they are closed in their heart they won’t receive anything.
Jesus couldn’t do many miracles in his home town because they had closed hearts.
4 Jesus said to them, “A prophet is not without honour, except in his own country, and among his own relatives, and in his own house.” 5 He could do no mighty work there, except that he laid his hands on a few sick people, and healed them. 6 He marvelled because of their unbelief. He went around the villages teaching.
